That piece was made by the Federal Glass Company in the 1960s and 70s, the pattern is "Celestial".

Lancaster Colony\Indiana Glass bought the Federal molds when Federal went out of business in the late 1970s. They also bought out Fostoria, including rights to the Fostoria brand name in the 1980s and at that time they reproduced Federals "Celestial" pattern and attempted to market it and some other odd, non Fostoria patterns under the Fostoria name, but the public pretty much ignored it, so they dropped doing that. The Lancaster Colony\Indiana Glass fake Fostoria is marked "Fostoria", while the Federal versions never were marked.
