ID for an amber creamer / sugar / tray

I don't think this is a Dutch product so..I need a helping hand!

It has a heavy feel and rather dark amber colour which suggests pre 1950 to me.
The tray is not disimilar to some items which I believe to be VSL.

There is actually a very distinctive 'texture' pressed in, which has regular 'shapes' as well as 'grains'. I was really hoping that it would ring a bell somewhere, and Germany is by far the most likely!
