Identification of cut glass help please

Hi,
I posted this recently but under some stupid title and therefore got no response :-[. I hope people dont mind me posting it again in the hope that somebody will be able to identify this lovely piece.

The glass (I believe it may be a compote or small vase??) stands 14cm tall and is 7 cm wide at the top.  The base is cut with an 8 pointed star.  4 windows cut in the sides (2 small 2 larger) that are further decorated with flowers, leaves and fruit(?). This picture is rapeated on the other side above the small window and the two pictures are seperated by the 2 larger windows. 12 small horizontal windows (pointies?) on the upper basal ring and 8 on the basal ring. 
Anyone want to take a shot at who or what it may be?
Would it be hand cut or machined in some way?
