PERTHSHIRE prototype paperweight?

guys,

i might have asked this before, but here goes! I have a 1980's I Fish paperweight - comprising three tropical fish amidst seaweed. There is no seabed, but there is a large top facet and then twelve side facets.

The only thing is, it's dated P 1979 in the base.

Does anyone know who designed/made the original and if so how I can check if this weight is a prototype, or perhaps a commission which led to a new annual collection weight!!
