Help identifying glass clown with accordian

Hi. Any help will be much appreciated. I just came back from the Antiques Roadshow, but it couldn't be identified. Another glass expert in California was stumped as well. I don't see any signage, but could the eyebrows look like Barbini's? There's a scorpion mark on the hat.

Oh yeah. It is 9.25" high and weighs exactly 2 lbs.
