English PW-Signed-But by Whom?

Hi all,
I purchased this PW about 8 years ago--signed  edition number and England -but I can't read most of it....
I realize this is a commom design-but hoping someone can ID for me...
2  1/2" H  -matt finish base --some inclusions in glass...

Janette,
I personaly think this is chinese and somebody put the inscription on the base to increase the value.  I must say that the base does not look typical chinese to me.

I hope that somebody can come with a different explanation.

thanks all !!!  believe it or not-this was my first ebay purchase MANY years ago (and I did not purchase it thinking it was by anyone special) and the first PW of my now 100+ collection including some very fine ones if I do say so myself...
It is strange that I just now decided to find out about this one --but it seems that it serves as a great reminder that not everything is as it seems......

Janette,
I would still like to see a full pic of the base and if anyone has a similar weight a pic of that base.
This would allow one to compare and see if whoever did the scribling on the back ground it down or just wrote the nonsense.

That is a modern Chinesed weight, regardless of who scribbled what on the base or why.

I have a few Chinese weights with the bases finished that way -minus the bogus signature of course. I even have one with the base well polished.
I collect Scottish and Italian paperweights and anything else that strikes my fancy.

Thanks to you both....now I know for sure...what I always suspected..
I have learned a lot in the years I have been collecting---and will always keep this "1st  purchase pw" as a reminder of what I used to buy......and to see how far I have come...........
