Gilded/Enameled Vase- ID?

Hi,
When we purchased this vase we were told it was Moser which we didn't think it was. First, it has a star cut base. Second, the enameled gold scroll work looks more French to us. The gold enameling is fairly heavy. The cuts near the top are very different (at least to us) since they are cut along the top of the ridges. Any ideas as to the maker, age, value, etc. Many, many thanks!

Oops, forget to mention it is about 10-1/2" tall and it is fairly heavy. The thick base really adds weight to it. Thanks!
