Strange green swan decanter/flask

This one has me scratching my head.  I'm really not sure if it's a Victorian frigger, whether it's similar age German glass, or whether it was bought yesterday at a street market in Marrakech.  :-\

It's just under 7" high, crucially not much wear to base, but with a little bit of water staining to the base.

Identical one in my collection with an unfortunate chip off the stopper - I assume Murano but would love to get a proper ID too.
