Mats Jonasson - baby fur seal

Its a Swedish piece signed on the base Mats Jonasson, its a baby fur seal....does anyone have data on who Mats Jonasson is?

it is called baby seal 33150 (80x130mm) and there is a miniature version in the "treasures" collection called baby seal 88100 (40x70mm).
