Glass "CAR" Candy Holder (?)

Hi....I have this glass piece.  Someone once said to me that candy used to come in this type of containers.  I was recently at a Antique Fair, and did see some much smaller ones (eg. small bottle, a train) but have not seen a large car.  Is this what it was for ?  Is that correct?

Whom made these, what year, and what would be the value?  Any sites to refer to would greatly be appreciated.

Any reference web pages ( or good book titles), as I have not found a match to this yet :-\   Nor do I know who is the maker of these.
