Another "what is it?" quiz - answer to come

Since we're in the groove as far as guessing what something is I thought I'd post this one.
Picked it up last fall at a fair outside Oslo.

I was lucky enough to have some people with me who had seen this before so I know what it is  :)

It's a 3.5" long, approx 2"1/4 wide. The "roller" is hollow glass, the "base" is pressed and cut crystal.
Made at Høvik or Hadeland.

What think ye?

I will post an explanation on it's use later :).

Fill the base with water and the roller can be used for wetting small labels and stamps? Posh one for the desktop, rather than the office.

Altho - from what I understand this was a typical office thing - my father in law remembered
seeing these in hospital post offices when he was first starting out as a doc.
