It wasn't his actual attributions I was doubting, more how does he KNOW they're English if he doesn't know who made them

What I was trying to say was that I think most of the time he does know - or has a very strong suspicions - who made them, but will not commit his thoughts to print unless he has proof in the form of Rg Designs.

I'm not sure how the guy who has this site makes his attributions, but he has an extensive collection of Bohemian and English glass with crimping, rigaree, matsu-noke, etc.  Here are some English examples:
