It has a polished pontil and they were drunk when they put 'Celery' on it as it's not straight.  ::)

Not a design I have seen before, but Webb's glass keeps surprising me! The colour looks close, but there are other Stourbridge makers it could be attributed to. I wonder if the style of the acid-stamp would help identify it?
