Unusual mounted dump weight

I have seen dumps like this one from time to time, with a polished base, and thought they might be Whitefriars. But I have never seen one with a silver stand - assuming it is original.  Has anyone else seen a stand like this one has?

the weight looks modern, and the silver base, well i think it has something to do with stamps
