Odd Stuart crystal atomiser

I couldn't resist this odd little atomiser (I think that's the proper name for this kind of perfume bottle) at my local auction. I've never seen a metal squeezy bit before (I doubt that's the proper term). The circular ribbed metal side is on a spring that pushes in to create the spray. 

Anyone got any idea of its rough date or what firm made the metal part?  The glass still has its original oval Stuart label in green with gold edging.  The metal has an impressed V&C mark.  It's probably headed for Ebay and I'd like to give as much detail as possible.  Thanks
