It's a tea-light holder, I think - we've had a few on here before. Could be made by Zwiesel for WMF - a few different shapes were produced by them.

To be more precise it's a teapot warmer that holds a tealight for providing the heat

thats amazing...its been kicking aroung my flat for months 3 euros in he charity shop...i couldnt walk away fom such a strange thing,,,,thanks bill in ireland
