It's probably one of the new Chinese weights. I have a blue one that is similar.
I collect Scottish and Italian paperweights and anything else that strikes my fancy.

Out of interest, I would like to see some photos of the top and the side where the threading does not appear to get an idea of how the "horizontal combing" of the threads actually appears. Or have I misunderstood the image, which I see as showing a side + base view?
