Is this antique Baccarat?

This paperweight could be antique Baccarat, I suppose, but it does not look quite right to me, even allowing for the blue background being photographic artefact. Any views?

Hi Alan

I spotted this one yesterday and like you didn't think it looked right - very untidy set-up especially in the outer ring for an antique Baccarat and whats that yellow coloured "ring" around the central complex cane?
