Did this originate in Malta? - ID = Guernsey

My immediate thought when I saw this was Maltese, perhaps Mtarfa, but closer examination is causing doubt to set in. The base confuses me as most Maltese glass I have seen has had a smooth, flat base and all Mtarfa pieces I have had, have had the typical scrawled signature. The pontil mark has no emblem unlike Isle of Wight glass but has this raised ring. Can anyone please put me out of my misery? The vase is 3.5 inches tall.

Thank you Max, spot on! I found some pics of Guernsey Glass and was able to match up the pontil mark.
