I've just stumbled on an "EMPOLI Italian Art Glass Decanter" on ebay and it has a nipple on the base!  :)

Ebay Item number: 7356470258

Anne E. B. has a decanter with a nipple on the base so perhaps they are made by the same company.

I haven't actually seen Anne's decanter (just the base) so I can't compare it.  :)

Looks different in shape but it has the nipple and the same decoration.

Anne, your decanter is an Empoli decanter or Empoli copied it from some other glass maker.
