I like some more information about this vase. Does the signature say: Livio Seguso?

It looks like a Livio Seguso sommerso bird. The colors and signatures look right. Very nice find!

Yes, it is. I have a very similar bird (at a different angle) that I actually got from Livio Seguso himself some years ago--1970s. I did some typing for him when I was living in Venice. Mine is unsigned; also mine is not a vase, as you indicate yours is--but all the details (wing, beak) are identical.
