Definitely Mdina. As far as I can tell they started making this design and colourway in the mid or late 1970s, they still use a variation of that colour today though it tends to be brighter than it used to.

The signature looks late 70s or 80s.

This is a Michael Harris design, currently called "crystal blue stripe", it has been made at Mdina almost from the start. Impossible to date, but this one does have an early script, as John says, probably around the early-mid-'70s, maybe later even. Impossible to be more accurate than that.
