Small Blue Vase ID

Hi All,
Does anyone have any ideas on maker or age of this one. I think it's quite old. It is double cased glass - white glass inside with very smooth matt glass on outside. Inside rim has a little roughness around rim and a couple of small dark marks. Design on outside seems to be painted in a raised branch pattern. The base has a smooth polished pontil.

Size is 4.5" high.
