both are very heavy for there sizes( 3.25 in high ), and second one ( 3rd pic )has almost no curve from base to point. Interiors looks to be made of similar material?

That's interesting. I think Cyril Manley in his book on Victorian glass cites this as being Stevens and Williams. I have one of these PW and have just read Cyril's book on holiday but need to get a magnifying glass on the page in question. I'm not saying he's right though...

Hi, there are several makers who have made this type of "fat" flowers, I have seen both Swedish and Japanese
paperweights of this design.

The reason I landed on Japanese for this one was the flowerpot which looks like it contains
canes of a type often found in paperweights marketed as "Lenwile Glass, Ardalt, Japan".

The "fat" flower paperweights from Japan are often marked "Original Lutetian Glass"

I don't think they're canes. I think they're frit.

Cyril definitely says Stevens and Williams, wonder where he got that from? He does have some errors in his book though

A google search yields few results for lutetian glass, mostly ended ebay auctions.

This one is similar, altho the colors are off (google buffered page).

I have saved some images with lables from previous eBay listsing but can't post them due to copyright.

The Lutetian Glass paperweights usually have a frit flowerpot, I thought the flowerpot in the picture looked like Ardalt canes
but the picture isn't clear enough to be sure - the colors appear similar to the usual Ardalt colors.

I have found very little on the makers of these (the Japanese) weights online.
 
A caveat tho - this flower arrangement is a fairly common theme in paperweights, as I mentioned earlier I see it frequently in Swedish
paperweights, usually at tradera.se, a Swedish subsidiary of eBay.

It is quite possible that a British maker made similar weights
