green glass posy dish... scottish???

hi all
having a good sort through again today, bought this pretty little dish about 2 months ago and havent really mangaed to get anywhere with it. To me it looks very similar to Vasart but the base is wrong.Its made from a mottled green glass, cased in another glass which looks to be almost coke bottle green (although maybe clear and the colour is reflecting)
the base is concave with a pontil mark in the centre which is semi polished, still a little rough to the touch
across the rim its 16cms in diameter,5.5cms tall, i cant see any markings on it at all. It has light to medium wear to the base.
does anybody have any ideas on maker

Don't look for it in Geoff Timberlake's book. It's not there (or if it is, it's not on an angle where you can tell for sure).
