Old english glass expert required unusual wine decanter??

Purchased this quirky wine decanter today it has the grapes/vines engraving, The item appear to be filled from the top and when you need to serve yourself or a guest you go over and press the metal fitting onto the bottom of there glass and that releases a valve and hey presto the wine decants. Anybody have an idea of age and if they have a more specific name or where most may have been made there is no makers mark to the meta valve/fitting to the base. Measures about a foot long. :hiclp:

I don't think you need an Old English glass expert for this one. Anyone about 50 years of age or so should be able to identify it  :24:

My parents had one when I was a teen (hence the age of the expert). It would hang open side up in an elaborate metal holder.
