ID please of Vaseline Lady figurine on base

I have seen at least 6 of these Lady figurines  over the last 2 or 3 years always in frosted glass and mostly in poor condition, this is the first one in vaseline glass, not sure why but I always believed they may have been French for some reason, height 6.5" 17cm
