bubbles and blue - any idea of maker ?

Having just won this piece (from Sweden - awaiting delivery), does anyone have an idea of the maker ?

I remember seeing the same piece 2-3 years ago on Ebay (2/3 size) but again unsigned.

height 21 cm, flat base.
