Does anyone know what the 99 represents?

The date it was made.

That would be 1999.

I'm afraid I'm slightly suspicious of the very fishy paperweight. The mark looks just a little on the unsteady side, there are a lot of Chinese weights in a very similar design, and Chinese glassmaking is improving all the time - some work is quite gorgeous.

I do suspect the mark has been added at a later date - the script is a familiar one - just a bit wonky, so it looks, to me at any rate, as if somebody was trying to copy it.
I've seen similar, slightly wonky Michael Harris signatures, a reasonable attempt at copying the script, but it just doesn't flow as it should.
Cheers, Sue M. (she/her)
