Is this vase Orrefors. Can it be dated by the signature?

I believe that this is an Orrefors but think that it can also be dated by the signature?  Hope someone can help me out.  Thanks

the design is from 1954 (could have been made later though).
What are the numbers after the P 3354 ?

Palmqvist design, and in regards to the engraving who would carried this out? Is this identified by the last digits...
