BLUE AND CLEAR BOWL/ASHTRAY

I must admit that I have not seen a bowl/astray like this one before and unable to identify it's origin.  The bowl measures 7.5cm in height and 11.5cm X 11.5cm at the top.  There is a 4cm concave pontil.  Half way up the bowl are visible ripples around the bowl.  Not too sure if this is a defect or part of the design.  Within the bowl and outside feels to touch, slightly textured.  Certainly not a smooth polished finish.  Around the top  of the bowl that measures approx. 2cm thick.  The surface is smooth/polished.  Can anyone help identify this?  Kind Regards
