Unidentified decanter/carafe?

Can anyone steer me in the right direction to identify this object? I've been told it's a decanter minus its lid. Has a sticker on the base with the marks W N.SE 1068. The top has a clear rim. It's nice, but as you can see there's no pontil to speak of.
