Snowman figure - id help please

I acquired this cheery chappy with some Caithness paperweights. The previous owner believed all pieces were Caithness. Excellent help from Scotland's Glass helped me identify one unsigned weight that turned out to be a not very common Caithness piece. Scotland's Glass were however unable to identify who made Frosty and suggested I try here. He is 5 5/8ins tall and is 2 5/8ins at his widest; a chunky chap at 554g. Any help on an id would be appreciated. I am asking for help in the general Glass section as not sure if he really is a paperweight or a figure. Many thanks.
