'chance' type dish sunflowers and signed name TSURU

Does anyone recognise this dish or name please?  When I search the name I come up with a restaurant.
Pretty dish, very Chance like in manufacture I think?  well, only in that it is printed on the reverse I suppose  :-[

Nothing like it in David's book and Tsuru according to my Kanji dictionary has multiple meanings depending on how it's written,it's relation to other words etc...and can mean anything from a sword to stomach cramps,sorry I couldn't help :-[
