ID for a possible Sklo vase please ID = Libochovice #2257

I think this is Sklo, going by the general feel of it, but I would appreciate a factory and designer please.  It stands 6" tall and has the "bird bath" base.

It is Libochovice 2257 - closed neck variant, very usal piece here.
Designer is unknown to me.
