for me it looks like a new generation of Chinese weights, because its an other quality as wellknown..?

Chinese - yes, 100%.  As for date, they have been making this design for some years now.  Check out the modern Chinese page on my website paperweights.co : there is a link on the home page, and about six rows down you can see this design.  I got those images at least 5 years ago.
