Topic: White Opalescent Cloverleaf Shape Tray Hand Painted Flowers

I have this very cute unique shaped white milk glass tray that is opalescent white with hand painted flowers in the center. Outer edge is open Scroll leaves and is opalescent white. There is black velvet weaved in the open holes.
The center is cutout as if cups sat in it,
top to bottom center is 7 1/2", bottom is 8 1/2" wide and the top tapers to 4 1/2" wide.
I cannot figure out the shape name of this.
The last photo is when it had a black ribbon weaved through the edges

Westmoreland of Grapeville, Pa., USA, I believe. The decoration looks a bit rough, so I wonder if it might have been done later?
