Is this attributable to any manufacturer?

I'm not even sure about the age tbh. It was part of a whole heap of Deco candlesticks and Trinket sets I found on a car boot stall but I presume this one is later?

It's a lovely tactile thing, can't wait to use it - Must buy some candles.
