Hi
weight is 3 inches wide , 2 1/4 inches high
looks scottish to me but dont know by who

This one is a standard Strathearn weight (catalogue ref "P7").
The lengths of "not quite fully twisted" filigree were typical. Weights like this were daily production and could have been made any time from 1965 to 1980.
