Old paperweight? or was it a door handle?

Any light that can be shed on this paperweight would be very helpful.

It is a lightish green, rather like a Victorian dump weight glass, glass full of tiny bubbles and striations, with a central core of what I think is opaque powdered glass round a dark glass.  This can be seen clearly looking at the base, as the central dark core is proud of the rest of the glass, and shows a sharply broken pontil scar. It is in fact so proud that I was wondering if it might have been made as a door handle rather than a paperweight?

It is rather unusual and I like it very much, but I wonder how old it is?  And where would it have been made?
