I see it as 'Ca' as well. Perthshire made quite a few special editions for companies or organisations, putting logos or letters in the middle (even one for the 1971 Ryder Cup golf), but I have not seen this one referred to before.

"C" is the Roman numeral for 100.  As far as the other figure, it does look like a lower-case "a", however, I am wondering if it could be a misshapen "3".  Or, even, if the photo were rotated, would what looks like a "Ca" then look like something else?
