It is just under 5" tall

could be just about anything including: Exbor, Biot, Walsh Pompeian, Art et Verre Lodelinsart. Verre Antique Gobbe Hocquemiller, Zwiesel, Any one of the Swedish glass houses, or Finnish.

Re listing it on eBay should I just call it a bubble glass pitcher / tankard?

excuse my lack of knowledge re this stuff I don't really know where to start

I like it !
I'm doubtful about Exbor which it often marked and tends towards high end "arty" Art Glass.
I'm also doubtful about Walsh where the bubbles are smaller, more regular and more of them going by my own pieces.
 
At that size and without spout it's not a pitcher - definately tankard.

This might sound strange, considering your location, but this really looks Mexican to me. A lot of bubbly glass like this was made there in the 70's with rough pontils and somewhat sloppily applied handles. Their pontils are usually indented and quite rough.
