Is this Murano and is it possible to identify maker?

It actually came with a group of Scottish weights but I presumed it was Murano, though the absence of a coloured ground made me wonder if it might be Chinese. If it is Murano, is it possible to attribute it to a maker e.g Fratelli Tosso or other
Any help is greatly appreciated.

Definitly Murano, I'm unsure of maker.
