The example I've seen was also "frosted" green.
The stand was missing.
I wonder if these were done for the export market?
If its still there next time I'm passing, I'll have to buy it so I can post pictures and see what the experts think of the drilling!

It's entirely possible that stands were added by the importer/wholesaler, especially as the 3123 wasn't designed to be drilled. I've never seen one with a stand and stands are quite a UK thing.

John — on a previous incarnation of the GMB, prior to March 2004, we showed that there were at least three slightly different moulds used for the production of pattern 3123.   Unfortunately no photographic evidence was obtained.

It has been a lovely day for a drive to the coast!
Here are photos of the plate.
Hole is drilled dead centre.
The underside has a small chip where the glass changes thickness. The topside appears to have  indented damage where the drilling took place visible when rotating the plate to catch the light, but smooth to touch -feels slightly recessed.
Any marks would be covered by the screw head onto the stand.

You can see how it wasn't meant to be drilled. Perhaps it was the Australasian importer, as no one in the UK has commented on seeing a drilled one.

Quite probably, pity this didn't come with the stand -only the rust stains.  If the stand was produced locally that may also be an indication that it was drilled after production for our market. The plate doesn't react to my "black light".
 
As it is badly bruised on one corner it is now off to be re-invented as a bird feeder in the back yard, either screwed into a lovely long rod stuck into the ground or hanging again via a handle/rod arrangement attached through the hole.
