three piece flower set

I am trying to identify  what I believe is a three piece flower set left by my late mother. 

It has a round black glass plinth that is stepped.  The bowl inself is nearly opace yellow glass with black glass piping around the top. The frog is again black glass in the shape of a pyramid.

We know little about it except it was given to my mother about 1937 by a neighbour when she died.

Hope someone can help as I would love to know more about it

Welcome to the board. It doesn't sound like British glass but without pictures we can't really help - the world of glass is vast.
