It is an Arculus or Walsh Walsh paperweight. Hard to say which, as Walsh Walsh bought the Arculus factory and kept it in production. Date could be anywhere from 1920 to 1950, though I would vote for 1930 onwards.
(Walsh Walsh closed in 1951, but were co-operating with Whitefriars before then. Just at the time Walsh Walsh closed, Whitefriars started to make millefiori paperweights...maybe some workers moved over).
Incidentally, the 'antique Whitefriars' attribution that you sometimes see is, to use a technical phrase, complete rubbish. There is no evidence that Whitefriars made any millefiori weights at all before the late 1930s, and no real numbers of them until the 1950s. And the majority of the millefiori weights they made were in the 1970s...
