Dump - surely not Victorian?

This unusual dump with a coloured flower does not look Victorian to me.  The style is not typical of English dumps (it looks more Czech / Boho), and the glass colour looks far more like that of the Pilkington's dumps from the 1970s (which were made by immigrant Czech workers, I believe). Any views?
