Help identifying a crest, please.

Two photos showing a crest printed onto a Chance blue 'Quilt' intaglio tray. It is quite tiny, so I have tried to photograph it as best as possible without setting up all the paraphernalia.

But does anyone recognise the crest? It features three pine trees and a rampant bear holding (I presume) an axe. Reminiscent of the Warwickshire bear, but without the chains normally associated. Is it possibly German/Bavarian?
