No Idea who made it but the stopper is interesting. I glanced at it and thought 'this is not original' as there are many stoppers that look like this but yours seems more elaborate.

Maybe your dipper/stopper is what the Chinese copied in the first place.
Clean and Crisp a Murano twist.
Archimede tops my list.
