Regarding the question, "the pulls are actually white then coated with blue, not sure why or how they managed that", the answer (probably) is: that is how most relatively thick coloured ribbon is made - a coloured flashing over a white (opal) core. When the ribbon, or thread is worked into the item, then (perhaps) the stretching causes the colour to become thin and the white shows through. Another possibility is that the the colour can split out due to excesss heat in the working.
As far as an ID is concerened, I have no idea. But I do not think the two items shown so far in this thread have too much in common except for having pulled blue threads.
